A Precedent?

I've made the statement in COF that 1 Armd Regt personnel being placed under command of Vietnamese civilians who were paid by the CIA and directed by the Vietnamese Police, was a historical precedent in terms of 1ATF operations.

Can anyone confirm or deny?
